ประวัติการศึกษา

เกิดเมื่อวันที่ ๑๐ มีนาคม ๒๔๗๖
สําเร็จการศึกษานิติศาสตร์บัณฑิตและสังคมสงเคราะห์ศาสตร์บัณฑิตจาก มหาวิทยาลัยธรรมศาสตร์ ปี พ.ศ. ๒๕๐๑ และ ๒๕๐๒ ตามลําดับ
พ.ศ. ๒๕๐๙ สําเร็จการศึกษาปริญญาเอกทางกฎหมาย (Docteur en Droit) จาก มหาวิทยาลัยปารีส ประเทศฝรั่งเศส

ครอบครัว

สมรสกับท่านผู้หญิงมณฑินี มงคลนาวิน อดีตนางสนองพระโอษฐ์ในสมเด็จ พระนางเจ้าฯ พระบรมราชินีนาถ ในรัชกาลที่ ๙

ด้านการศึกษา

เป็นผู้ริเริ่มในการยกฐานะแผนกวิชานิติศาสตร์ ในคณะรัฐศาสตร์ จุฬาลงกรณ์ มหาวิทยาลัย ขึ้นเป็นคณะนิติศาสตร์ เมื่อ พ.ศ. ๒๕๑๕ และดํารงตําแหน่งคณบดี อยู่ ๖ ปี

นอกจากนั้น เป็นผู้บรรยายกฎหมายในสถาบันการศึกษาอีกหลายแห่ง

ด้านวิชาชีพ

ได้ก่อตั้งสํานักกฎหมาย ดร.อุกฤษ มงคลนาวิน ตั้งแต่ พ.ศ. ๒๕๑๓ จนถึงปัจจุบัน

ด้านการเมือง

เริ่มเป็นสมาชิกรัฐสภาตั้งแต่ พ.ศ. ๒๕๑๕ จนถึง พ.ศ. ๒๕๓๕ และดํารงตําแหน่งรอง ประธานฯ, ประธานวุฒิสภา, ประธานรัฐสภา หลายสมัย

ด้านบริหารราชการแผ่นดิน

ได้เป็นที่ปรึกษานายกรัฐมนตรี ตั้งแต่ พ.ศ. ๒๕๑๘ เหตุที่เป็นนักนิติศาสตร์ที่ยึดมั่นใน หลักยุติธรรม นิติธรรม สันติธรรม จึงได้รับแต่งตั้งให้เป็นประธานกรรมการอิสระว่าด้วยการอํานวยความยุติธรรมใน ๓ จังหวัดชายแดน ภาคใต้ (กอยส) และเป็นประธานกรรมการอิสระว่าด้วยการส่งเสริมหลักนิติธรรม แห่งชาติ (คอ.นธ)

ด้านเกียรติคุณที่ได้รับทางวิชาการ

ในปี ๒๕๒๒ ได้โปรดเกล้าฯให้เป็นศาสตราจารย์พิเศษจุฬาลงกรณ์มหาวิทยาลัย
พ.ศ. ๒๕๓๐ และ พ.ศ. ๒๕๓๒ รับพระราชทานปริญญานิติศาสตร์ดุษฎีบัณฑิตกิตติมศักดิ์จากมหาวิทยาลัยรามคำแหง และจุฬาลงกรณ์มหาวิทยาลัย ตามลำดับ
พ.ศ. ๒๕๓๑ รับพระราชทานปริญญาบัตร (กิตติมศักดิ์) จากวิทยาลัยป้องกันราชอาณาจักร

ด้านสังคมสงเคราะห์

โปรดเกล้าฯให้เป็นกรรมการสภากาชาดไทย ตั้งแต่ พ.ศ. ๒๕๒๗ จนถึงปัจจุบัน
เป็นประธานกรรมการมูลนิธิตึก สก. ในพระบรมราชูปถัมภ์ ตั้งแต่ พ.ศ. ๒๕๓๕ จนถึงปัจจุบัน
เป็นประธานนกรรมการพีระยานุเคราะห์ในพระอุปถัมภ์ของสมเด็จพระศรีนครินทราบรมราชชนนี ตั้งแต่ พ.ศ. ๒๕๒๗ จนถึงปัจจุบัน

ได้รับพระราชทานเสาเสมาธรรมจักร รางวัลผู้ทำคุณประโยชน์ประเภทส่งเสริมกิจการคณะสงฆ์ พ.ศ. ๒๕๔๒

Prof. Dr. Ukrit Mongkolnavin

Eduation

Dr. Ukrit Mongkolnavin was born on 10^th March 1933.
In 1958 and 1959 respectively, Prof. Dr. Ukrit Mongkolnavin obtained his Bachelor of Law and Bachelor of Social Administration from Thammasat University. Subsequently, he enrolled on his study at Paris University, France.
1955-1958, during his study at Thammasat University, he was elected as representative of 1^styear students and representative of 2^nd year students, 1^st deputy chairman of the international students counseling committee and as the chief of law students in 1958. In addition, he was elected as the chief of graduates of Thammasat University in the academic year 1958.
In 1966, he obtained his doctorate (Docteur en Droit) from the Faculty of Law, Paris University, France.

During his enrolment in study in France, he was elected as chairman of the Thai Students Association in France under the Royal Patronage of HM the King.

Family

In March 1974, HM the King kindly presided over the marriage ceremony of Prof. Dr. Ukrit Mongkolnavin and Thanpuying Montinee Mongkolnavin (maiden name: Boonyaprasop).
Thanpuying Montinee Mongkolnavin (Bachelor of Accountancy (Honored) (Chulalongkorn University), MBA from Indiana University, USA, former Assistant Prof. in the Faculty of Commerce and Accountancy, Chulalongkorn University, who presently is appointed by HM the Queen as a lady-in-waiting.
Ukrit and Thanpuying Montinee Mongkolnavin have two adopted sons, namely Dr. Puchpop Mongkolnavin and Dr. Rathachat Mongkolnavin, both are the sons of Dr. Ukrit Mongkolnavin’s younger sister ‘Khun Usa Mongkolnavin’ and Khun Uthen Thonavanik.

His Activities

Educational Activities

In 1972, Prof. Dr. Ukrit Mongkolnavin is the initiator and the core in upgrading of the Law Department of the Faculty of Political Science, Chulalongkorn University to be the Faculty of Law.
1972 – 1978 Prof. Dr. Ukrit Mongkolnavin acted as the Dean of the Faculty of Law, Chulalongkorn University.
Apart from acting as a fulltime lecturer and the Dean of the Faculty of Law, Chulalongkorn University for 6 years, Prof. Dr. Ukrit Mongkolnavin was also a guest lecturer of various universities, such as
the Faculty of Law, Ramkhamhaeng University;
the Police Cadet School, Royal Thai Army War College, and Royal Thai Naval War College;
the Advanced Air Education Institute, the National Defence College;
Moreover, he previously acted as a significant member of several university committees such as
a member of civil service commission of a university;
a member of the National Research Council in the field of law;
a specialist member of Chulalongkorn University Council and of Sukhothaithammathirat Open University; etc.
Dr. Ukrit Mongkolnavin wrote many significant textbooks and editorials.

Occupational Activities

On 5^th December 1970, Prof. Dr. Ukrit Mongkolnavin founded Ukrit Mongkolnavin Law Office, one of the most famous law offices in the Country, before many foreign law offices are opened to render services at the present time.

Political Activities

In 1972, Prof. Dr. Ukrit Mongkolnavin was a Member of the 1^st National Legislative Assembly;
In 1973, a Member of the National Assembly and the 2^nd National Legislative Assembly;
1976-1977, a Member and the First Vice President of the National Reform Assembly;
1977-1978, a Member of the National Legislative Assembly;
He acted as the President and a Member of many committees including a member of the Constitution Drafting Committee and acting for the President of the National Reform Assembly in the role of the President of the Parliament for many times;
Between April 1983 and 1984, he was elected as a member of the Senate cum the First Vice President of the Senate;
1984-1989, he was elected and appointed by HM the King as the President of the Senate;
1991-1992 he was elected and appointed by HM the King as the President of the National Legislative Assembly, the President of the Senate and the President of the Parliament respectively;
In May 1992, he notified his resignation to HM the King.

Governance Activities

1974-1975, Prof. Dr. Ukrit Mongkolnavin was a counselor of the then Prime Minister.
In 1975, he was a member cum Deputy Secretary-General of the National Anti-Corruption Commission at the time of Prime Minister Prof. Dr. Sanya Thammasak. Dr. Ukrit Mongkolnavin was subsequently the President of the National Anti-Corruption Commission by Pol. Maj. Gen. Athasit Siddhisoonthorn, the Minister of Interior, acting as a member cum the Secretary General.
February – September 2006, he acted as the President of the Independent Committee on Justice Encouragement in the 3 Southern Border Provinces.
September 2012 – present, he acts as the President of the Independent National Rule of Law Commission (NRLC).

Foreign Affairs Activities

Between 30^th January and 5^th February 1977, and between 6^th and 9^th February 1977, Prof. Dr. Ukrit Mongkolnavin led the Thai Parliamentary Delegations to the 12^th Asian Parliamentary Union Conference in Tokyo, Japan, and led Thai Parliamentary Delegations on the official visit to Korea;
1976 – 1977, He led the Thai Parliamentary Delegations to I.P.U. Conference in Canberra, Australia;
He was invited to make study trips to universities in France for 2 times;
In August 1984 he was invited to make official visits to USSR and Poland;
Between 2^nd and 6^th October 1984, he acted as the President of ASEAN Parliament Organization and the President of the 7^th ASEAN Parliament Organization’s Assembly held in Bangkok;
Between 3^rd and 7^th April 1985, he was invited to pay the official visit to India;
Between 10^th and 12^th April 1985, he was invited to pay the official visit to Indonesia;
Between 25^th July and 8^th August 1985, he was invited to pay the official visit to the People’s Republic of China;
Between 25^th and 29^th August 1985, he was invited to pay the official visit to the Republic of Korea;
Between 4^th and 20^th November 1985, he was invited to pay the official visit to the Republic of France, the Federal Republic of Germany, the State of Israel and the Republic of Italy;
Between 27^th June and 11^th July 1987, he was invited to pay the official visit to the Arab Republic of Egypt, Yugoslavia and Belgium;
Between 13^th and 23^rd August 1987, he was invited to pay the official visit to Hungary and Romania;
Between 12^th and 18^th October 1987, he acted as the Present of the 78^th International Parliamentary Union Assembly held in Bangkok;
Between 21^st and 30^th November 1987, he was invited to pay the official visit to Australia;
Between 6^th and 12^th September 1988, he was invited to pay the official visit to the People’s Democratic Republic of Korea; and
Between 12^th and 20^th September 1988, he was invited to pay the official visit to the People’s Republic of China (the 2^nd time).

Social Development Activities

1984 – present, he acts as a Member of the Board of Trustees, the Thai Red Cross Society;
The President of the Board of Trustees, Queen Sirikit OP Building (King Chulalongkorn Memorial Hospital) Foundation, under the Royal Patronage;
The Chairman of the Fund-Raising Committee for the Construction of Queen Sirikit OP Building, King Chulalongkorn Memorial Hospital, under the Royal Patronage;
The President of the Executive Committee of Pierra Maternity and Child Welfare Foundation, under the Royal Patronage of Her Royal Highness the Princess Mother;
The Vice President of the Board of Trustees, Queen’s Park Foundation;
A member of the Board of Trustees (the founder committee), HM the King (King Rama IX) Park;

Academic Honors

In 1973, he was appointed by HM the King as appointed honorary professor of the Faculty of Law, Chulalongkorn University;
In 1987 and 1989 respectively, he was conferred the honorary doctorate of law by Ramkhamhaeng University and Chulalongkorn University;
In 1988, he was conferred the honorary degree from the National Defence College;
In 1989, he was conferred the honorary certificate and pin by the Royal Thai Army War College;
In 1991, he was conferred the honorary pin by the Applied Psychology Institute, the Thai National Defense Institute; and
In 1992, he was conferred the honorary certificate and pin by the Royal Thai Army War College and the Advanced Air Education Institut
